Russian President Vladimir Putin has surprised observers by announcing that Russia will move rapidly towards signing the Kyoto treaty on climate change. The Russian President’s statement contrasts starkly with recent announcements by some of the country’s leading economic and scientific advisers. "We are in favour of the Kyoto process. We will rapidly move towards ratification of this Protocol," Mr Putin said.
The Protocol requires countries accounting for 55% of global greenhouse gas emissions to sign before it can enter fully into force. So far, nations representing about 44% have signed. Russia’s signature would take the treaty over the threshold and leave the United States - producers of nearly a quarter of total global CO2 emissions - looking increasingly isolated.
