The 'will they, won't they?' saga of Russian ratification of the Kyoto Protocol appears to be nearing its conclusion. According to news reports, President Putin has ordered ministers to sign the treaty and full ratification could take place within weeks.
Russia’s involvement in the agreement remains critical, in order to push the number of participating nations beyond the 55% mark that guarantees its entry into international law.
Kyoto ratification would give a significant boost to the infant international carbon trading sector.
