New report from ICCT examines international experience of  'feebates' for encouraging low carbon shift

A new report from the International Council on Clean Transportation (ICCT) summarizes international experience of one of the most promising fiscal policy instruments for encouraging the purchase of more efficient and lower carbon vehicles: so-called feebate programs, in which more efficient vehicles receive rebates and less efficient vehicles are charged fees.

Governments worldwide have begun to look at this policy option, though so far only France has put a true feebate program in place. The report - 'Best Practices for Feebate Program Design and Implementation'- analyzes various factors that must be considered in designing a feebate program, surveys steps that have already been taken by governments in Europe and North America, and sums up best practices that emerge from the analysis and experience thus far.
