Mayor announces changes to C-Charge low carbon vehicles concessions after consultation

London Mayor Boris Johnson has confirmed his decision to introduce a new Ultra Low Emission Discount (ULED) for the Congestion Charge scheme, replacing the Greener Vehicle Discount and Electric Vehicle Discount. To qualify for the ULED, vehicles will have to emit less than 75g/km of CO2 (and meet Euro 5) to qualify for the discount. Vehicles already purchased which meet the old 100g/km CO2 limit will continue to receive the discount for three years (extended from the pre-consultation proposal of two years).

The ULED will be introduced on 1 July 2013. The Greener Vehicle Discount and Electric Vehicle Discount will be closed to new registrations on 28 June 2013. The changes also mean that:

• Plug-in hybrid cars must additionally have a minimum range of 10 miles in 'electric' mode and have a maximum speed of at least 60 mph. Transport for London (TfL) will publish a list of eligible vehicles
• Plug-in hybrid vans must additionally have a minimum range of 10 miles in 'electric' mode and a maximum speed of at least 50 mph. TfL will publish a list of eligible vehicles
• Pure electric cars, commercial vehicles and quadricycles and plug-in hybrid electric cars that are currently eligible for the Electric Vehicle Discount would all qualify for the new Ultra Low Emission Discount.

The Mayor also said that there will be a £10 increase in penalty charges - taking the fine up to £130 for late payment.

In a concession to motorists and organisations - such as LowCVP-members BVRLA - who lobbied to amend the proposals Transport for London has extended its offer of a ‘Sunset Period’ of three years. That means vehicles already registered for the Greener Vehicle Discount will have the waiver transferred to the new Ultra Low Emission Discount (ULED), guaranteeing their exemption until 24 June, 2016.
