LowCVP appoints new Chair - Partnership becomes a not-for-profit company

Professor Neville Jackson, the Technical Director of Ricardo, is the new Chair of the Low Carbon Vehicle Partnership. He succeeds Graham Smith OBE, Senior Vice President, Toyota Motor Europe, who has been the Chair of the LowCVP since its inception in 2003.

In his role at Ricardo UK Ltd – a leading provider of technology, product innovation, and engineering solutions to the motor industry – Neville is responsible for developing the company’s future vision for motor vehicle technology and for the strategic planning and execution of research and development.

He has been responsible for introducing a wide range of future vehicles demonstrating cost effective improvements in fuel economy and emissions.

Neville is also Vice Chairman of the European Automotive Research Partners Association based in Brussels, a visiting Professor at the University of Brighton and a director of CENEX, the UK Centre of Excellence for Low Carbon Vehicles.

Neville will be supported by two Vice-Chairmen, Darran Messem, Vice President - Fuel Development, Shell, and Lord Jamie Borwick, Chairman of Modec.

Neville Jackson’s appointment coincides with the Partnership forming a not-for-profit company owned by its members. Since the LowCVP was established in 2003 it has operated without any formal legal status, hosted by the Energy Saving Trust.

The LowCVP is now in the process of applying for charitable status.

The purpose and work programme of the Partnership are unaffected by the changes as is its close working relationship with relevant Government departments. The change offers many benefits to the Partnership including a reduction in operating costs which will enable funds to be released to support the programme of activities.

Existing members of the Partnership are being invited to join the new charitable company and new members are also welcome.

The new Chairman, Neville Jackson, said: “The need to cut carbon emissions from the road transport sector has risen dramatically up the political agenda since the Partnership became active in 2003. I am excited to have the opportunity to play a central role in the development of the low carbon vehicles and fuels agenda at this time. Responding to the threat of climate change is, perhaps, the most challenging issue of our age.”

The LowCVP Director Greg Archer said: “I would like to pay tribute to Graham Smith, the outgoing LowCVP Chairman, who has so capably steered the Partnership through its early development and to its new, more sustainable footing as a not-for-profit charitable company. The Partnership has delivered many notable successes during Graham’s tenure for which we owe a debt of thanks.”
