Following the circulation of Zemo Partnership's work programme for 2025, all Zemo members are invited to a series of working group meetings to contribute views to the programme. Working Group meetings are taking place in April and May, in addition to other opportunities to engage with the programme through events which have already been scheduled.
Zemo's working groups (formerly as LowCVP) have been very influential in the development of a wide range of policies and initiatives over the years. Some of the highlights have included: the LowCVP/Zemo-led EV Energy Taskforce whose recommendations resulted in a series of policy improvements; the development and roll-out of colour-coded fuel economy label for new (and, later, used) cars; a range of initiatives (including the Low, Ultra Low and Zero Emission Bus schemes and the revision of the Bus Service Operators Grant) which have helped the UK bus sector to be a current market leader in Europe.; sustainability standards which informed the establishment and later revision of the Renewable Transport Fuels Obligation (RTFO); input into the design of grant programmes such as the plug-in vans grant among others. Zemo's 2025 work programme includes plans to consult with members around several key themes:
- A Map of Missing Policies – closing the gaps in UK net zero transport policy
- Strengthening the economic case for net zero transport – highlighting the sector as a driver of jobs and prosperity
- Taking people with us – building consumer and public support for net zero transport
- Toolkit for Transition – providing guidance for local authorities
The most immediate focus is on our project to develop a Map of Missing Policies. We've published a consultation paper, with a final report to follow in June. Zemo's working group participants will influence the content of the final report.
The upcoming working group meetings will also be an opportunity for members to define the scope and agenda of the working groups, as well as contribute ideas to the wider work programme, and proposing other mechanisms for engagement.
