Government seeks responses to consultation on phasing out sales of new petrol and diesel car sales from 2030

The Government has announced a consultation which seeks views on delivering the commitment to end the sale of new cars powered solely by IC engines by 2030, supporting the transtion set out in the Zero Emission Vehicle Mandate. The deadline for responses is 18 February.
The first part of the consultation focuses on phasing out sales of new petrol and diesel cars from 2030 and supporting zero emission transition. It is conducted solely by the UK Government and seeks views on:
- options to end the sale of new cars with internal combustion engines from 2030
- potential requirements for new non-zero emission vans to be sold from 2030 to 2035
- consideration of approach for small volume manufacturers
- demand measures to support the uptake of zero emission vehicles
The second part of this consultation is about the the ZEV Mandate, delivered through the vehicle emissions trading schemes (VETS). It is conducted by the UK Government, Scottish Government, Welsh Government and the Department for Infrastructure (NI) and seeks views on:
- the existing flexibilities within the ZEV mandate, and consideration of further flexibilities
- other technical updates to the ZEV mandate to ensure its efficiency
Evidence from the second part of the consultation will inform potential future amendments to the ZEV Mandate and CO2 emissions regulation.
In media coverage following the consultation announcement, the Government says is does not expect fines to be levied on manufacturers for failing to meet the Mandate target in 2025. A Government spokesperson (reported by Fleet News) said: “Thanks to the flexibilities in the ZEV mandate, we’re confident the whole market has complied with the 22% target and that no car manufacturer will need to pay fines.”
“We’ve invested over £2.3 billion to support industry and consumers make the switch, rolled out more than 72,000 public chargers, and launched a consultation to invite the sector to shape how we achieve the transition to ZEVs.
“Getting this transition right as more people make a switch to electric vehicles will support the growth of the UK market and will provide an opportunity to tap into a multibillion-pound industry that will create high paid jobs for decades to come.”
Zemo Partnership welcomes input from members to inform the Partnership's consultation response, for which the final submission deadline is February 18th.
