European 'Cars and CO2' negotiations reach final stages

The EU's proposed 'Cars and CO2' Regulation remains unresolved as legislators thrash out the final details of the draft legislation which is due to be completed shortly. Reports suggest that the focus of the negotiations is around the proposal for introducing a 2020 target of 95g/km for average new car emissions.
According to ENDS, the Environment Committee chairman and rapporteur, Guido Sacconi, proposed a compromise deal to Governments at recent talks, but MEPs from other political groups at the meeting refused to back it as they hadn’t been fully consulted on the contents.
Several EU governments are reported to support the 95g/km 2020 target, but others are reluctant to agree the precise details now and would prefer to leave them to be reviewed in 2013.
It now seems almost certain that the proposed 130g/km limit for 2012 is to be 'phased-in' by 2015. It also looks likely that the legislation will reduce the penalties for carmakers which narrowly miss their targets.
ENDS reports that a deal is likely to be reached in talks scheduled for 3 December.
