The European Union has published rules on exemptions from carbon reduction targets for car manufacturers. The derogations were set in the EU's 2009 Cars and CO2 regulation and will enter force on 16 February. The 2009 regulation sets an average new car emissions limit of 130g/km by 2015.
ENDS reports that Manufacturers producing less than 10,000 new cars per year will be exempt from any CO2 target for a maximum period of five years. Those producing up to 300,000 cars will have to meet a less stringent target, a 25% reduction relative to their average specific emissions in 2007. If there is no CO2 emissions data recorded for a manufacturer for 2007, this target will be based on best carbon reduction technologies available that year. An annex to the regulation includes base-line emissions derived from the best available technologies. The base-lines and related CO2 targets vary according to vehicle categories.
