EU moves closer to agreement on rules governing ITS in transport

Following an agreement in early May, a new EU law governing the deployment of intelligent transport systems (ITS) was endorsed by the Council of the European Union and will now be transmitted to the Parliament for a second reading to take place in June. If the Parliament accepts the Council's position, the directive will be adopted in its current form.
The Council agreed on a two-step approach to allow for the quick introduction of ITS through EU legislation. The first stage will involve the Commission's adoption of the necessary specifications for the ITS applications and services concerned. This will be followed, within 12 months and - where appropriate - after an impact assessment, by the Commission's presentation of a proposal for deployment of ITS to the European Parliament and the Council, which will jointly decide for or against the proposal.
Member states can decide whether or not to deploy an ITS application. However, they must respect the specifications adopted under the Directive.
Intelligent transport systems integrate innovative information and communication technologies with transport engineering and traffic management. They are intended to enhance road safety, improve transport efficiency and reduce the environmental impact of transport.
