EC says shipping will be included in carbon trading scheme

The European Commission has confirmed plans to bring the sea transport sector into the EU Emissions Trading Scheme (ETS). The Commission has reportedly concluded that attempts to cut emissions through the International Maritime Organisation (IMO) are not happening quickly enough.
An EC official said to ENDS: "We can say the EU is definitely going to go ahead alone because the IMO has not made as much progress as we would have hoped."
The EU is also currently developing legislation to bring the aviation sector into the ETS. Emissions from both sectors were omitted from the Kyoto Protocol on the grounds that measures would emerge through the IMP and its aviation counterpart, ICAO.
The European Council has also recently invited the European Commission to review the possiblity of including surface transport in the EU ETS (see LowCVP story link).
The LowCVP are holding a one-day conference, in collaboration with the Energy Institute, on May 1st to discuss the propects for including surface transport in an emissions trading scheme. (see: http://www.lowcvp.org.uk/events/index.asp)
