The LowCVP Secretariat has begun to receive entries to the Partnership's low carbon road transport 'Challenge' that was launched in July. The deadline for initial, short submissions to the Challenge is October 16th.

The LowCVP Challenge has been set up to encourage the UK’s transport policy and academic communities to contribute original or innovative proposals to enable the UK to accelerate the shift to low carbon vehicles and fuels and help meet climate change targets.

The early submissions include a variety of proposals and policy prescriptions. One  advocates the reduction and enforcement of lower speed limits. Another proposes the development of a potential CO2-based taxation policy that recognises vehicle weight and passenger capacity.

There is a submission suggesting the adoption of smaller, lower payload delivery vehicles at large, campus-type sites such as hospitals. A separate proposal advocates the creation of a framework to encourage the introduction of a smaller, low impact 'local car' more fit for the purpose of enabling local mobility with lower external environmental costs.

On the tax front, a proposal will advocate a radical widening of VED (road tax) differentials to provide a strong financial incentive to encourage car buyers to opt for lower carbon models.

Challenge submissions received by 16 October will receive an initial evaluation and may proceed to a 'peer review' process which will include an evaluation by one of LowCVP's standing committees (working groups).
