Council to charge 'school run' drivers on the basis of CO2 emissions

Richmond-upon-Thames Council in south-west London is to trial a scheme to charge drivers of high CO2-emission cars up to £75 a year for parking outside their children's school.

From September, the Liberal Democrat-controlled Richmond Council says it will charge parents up to £75 for a 15-minute parking permit allowing them to park in designated bays near thirteen primary and infant schools in the borough. 

Parents with smaller cars will pay less, while the owners of the lowest-emitting vehicles will be exempt from the charges.

Richmond Council was in the news in 2007 when it announced that it would go ahead with plans to charge more for parking permits to residents with more polluting cars. (See associated news link.) 

The Local Government Association said that other councils will be watching the Richmond scheme with interest.
