Coalition publishes business plans for all departments of Government

The Prime Minister has published departmental business plans that set out in detail the work of government for the next four years. The plans include data such as financial information, Structural Reform Plans and departmental priorities and are to be refreshed every year and reported upon on a monthly basis.
The Department for Transport says its plan sets out a "vision for a transport system that is an engine for economic growth but one that is also greener and safer and improves quality of life in our communities".
The plan sets out five 'structural reform priorities':
- To deliver the Coalition's commitments on high-speed rail
- To secure our railways for the future
- To encourage sustainable local travel
- To tackle carbon and congestion on our roads
- To promote sustainable aviation
The 28-page plan sets out a list of actions which will be taken against each of the Department's priorities above.
Amongst other priorities, the DfT plan states that: "The Department will no longer micromanage local authorities by dividing their funding into numerous, complex funding streams."
It also says that the Department will "no longer waste money on ineffective national marketing and advertising campaigns".
The Department for Business, Innovation and Skills has also published a plan for 2011-15.
Its 'stuctural reform priorities' are to:
- Ensure new businesses and economic opportunities are more evenly shared, supporting growth and a low-carbon economy
- Enable local authorities and businesses to determine the development strategies for their local area in ways that support economic growth and help to rebalance the economy
- Secure the future of the universal postal service and create a sustainable future for Royal Mail and the Post Office network
- Build an internationally competitive skills base
- Support universities, science and research in building a strong innovative economy
- Boost enterprise and make this the decade of the entrepreneur
- Stimulate exports and inward investment
- Protect and empower consumers
The plans detail each Departments' core priorities with key actions, including start and end dates and milestones, in these priority areas. It provides details of the Department's financial situation and commitment to transparency, setting out an information strategy and detailing specific indicators that the Department will publish and regularly update.
Announcing the launch of the plans, the Prime Minister, David Cameron, said: “Reform will be driven not by the short-term political calculations of the government, but by the consistent, long-term pressure of what people want and choose in their public services - and that is the horizon shift we need. But more importantly the Business Plans will bring about a power shift by changing what government does.”
